Regarding procedures for applying to this subsidy program
As the requirements for receiving a subsidy grant, both of “subsidy amount” and “subsidy rate” are described. To which one should we give priority?
A subsidy is granted up to the half amount of the expenses subject to (eligible for) the subsidy, within the maximum range.
Regarding project (Development of Technologies for Containing, Transportation and Storage of Fuel Debris)
As for the establishment of a design concept of storage cans described in “Item 2. Contents of Project (2)” of the Application Guidelines, we think that the importance of the shielding performance of storage canisters becomes lower, in the case where transport containers with high shielding performance are used. Then, in what manner should we create our proposal?
Please describe the relationship between the two in your proposal, based on Item 2. Contents of Project (2) ② Relationship between the “Shielding Performance required for Storage Canisters” and the “Shielding Performance required for Transport Container” in the Application Guidelines, together with the required conditions therefor.
For the development of Safety Evaluation Methodology described in “Item 2. Contents of Project (3)” of the Application Guidelines, is it possible to prepare our proposal based on the introduction (use) of existing technologies in the case where established existing technologies are already in existence?
In the case where established technologies already exist, please propose your development plan, by extracting necessary technological information and putting it in good order.
When we purchase certain data required for implementing the project, in which item among the project contents shall we treat this matter?
If the data are those required for implementing the project contents, we think they are subject to “Item 2. Contents of Project (4)” of the Application Guidelines.
While a number of different technologies for taking out debris are assumed, there is a possibility that the shapes of storage canisters become different depending on the adopted debris retrieval technology. Then, is it necessary to examine the design of storage canisters by taking into account different types of retrieval technologies?
Please examine the shapes of storage canisters by well studying different conditions that need to be considered, including multiple debris retrieval technologies. After the subsidized operating entity in charge of debris retrieval technology is selected, we plan to make coordination so that different subsidized operating entities can mutually collaborate.
In “Item 2. Contents of Project (5) ④” of the Application Guidelines, there is a description about the establishment and administration of an external independent committee. Is this committee a different one from the Examination and Evaluation Committee established by the Project Management Office (PMO)?
This is a different committee from the one established by the PMO. The independent committee may be established by subsidized operating entity/entities, depending on the necessity.
According to the Contents of Project, it is assumed that fuel debris is to be retrieved. Is it possible to prepare a proposal based on “no retrieval” of debris, in the application of this time?
No. Any proposal based on “no retrieval” of debris from the reactor vessel is considered to be not satisfying the conditions of the request for proposals of this time.
It is described that the meeting to report the project progress needs to be held quarterly. Then, shall the conditions for the meeting be established and proposed on the side of the subsidized operating entity? Are there any detailed conditions for the meeting (such as every 3 months or 4 times a year)?
There are no detailed conditions established as of today. The details will be determined after the selection of the operating entity to be subsidized, through discussions between the PMO and Agency for Natural Resources and Energy.
