If your company satisfies the application requirements stipulated in the “Guidelines for applying” such as possessing the organization for properly conducting the relevant subsidized project. having the capacity, knowledge and experience required for conducting the relevant subsidized project, etc., you are eligible for participation.

It is not allowed to visit the site for application. If the visit is necessary for carrying out the project, we, the PMO, will have a discussion with TEPCO to decide implementation of the visit.

An organization without juridical personality is also eligible for applying to this RFP as long as it satisfies the conditions for application set forth in the Guidelines.

It is possible to apply to this RFP jointly. In the proposal, please make it clear which company the prime company is and describe the schema for working on the project in the application documents.

You can offer the experiment data which were obtained by third parties and publicly available.

You must make a proposal ONLY by using the designated format. Any other media you may use will NOT be taken into consideration for the screening.

The project team (structure) must be constructed by the applicant.

You may propose any brand new technologies which may be demonstrated or proved during the course of the project.

The prime company must establish an implementation plan and result report. Procedures of “Settlement of the amount” will be conducted for each participating organization. As a general rule, the subsidy will be paid to the prime company.

The Review Committee for the Project of Decommissioning and Contaminated Water Management, consisting of domestic and overseas experts, will review the proposals after paper examination by the PMO. You may be requested to make an oral presentation as needed.

The adopted proposal and its applicants (representative) will be released on the designated website. The names of the Review Committee members will not be disclosed to be fair.

Because this project is implemented by the Japanese Government in compliance with Japanese laws and regulations, you are requested to implement it by observing all of the laws and regulations of Japan. Please note that, in this RFP, there are no factors favorable or advantageous to Japanese companies.

The “basic conditions” refers to the conditions which have to be met unfailingly and the “additional points” refers to the items which give additional points if the contents of the proposal are excellent. Please note that, unless all the basic conditions are met, the proposal shall be disqualified.

No, the number of the adopted proposals has not decided beforehand. At least one project will be adopted for each project.

The members of the committee shall individually conclude an NDA with the PMO; thus they shall not use the proposal documents for any other purposes other than their evaluation.

The results of the RFI have been classified by IRID, reviewed by the Committee on Countermeasures for Contaminated Water Treatment, and reflected in the measures for contaminated water treatment established at the end of the last year.
The responses to the RFI have been classified as “To be adopted immediately”, “To be adopted after selecting implementation methods”, “Need verification and validation”, and “Need further discussions”. Technologies with technical difficulties which have been classified as “Need verification and validation” before utilization have been decided to be the target of subsidy programs; and in this program, RFP process is being conducted for one project in the technologies.

With regard to RFI last year and RFP this time, the implementing entity is the State (METI); however, the task of management of RFI was entrusted to IRID, and the task of RFP has been entrusted to MRI.

As this is the subsidy program, no “contract” will be concluded; while the “decision on the grant of subsidies” will be published as a substitution of the contract. The grant of subsidies is going to be decided within 1 to 2 months from the deadline of the solicitation.

The subsidies will be paid after completion of the subsidized project and of inspection for the “Settlement of the amount”.

Regardless of domicile, implementing entities will be requested to report the progress in the progress report meeting held at least quarterly. In principle, the progress report meeting is held by PMO.

TEPCO itself is not involved in adoption process of this RFP.

A maximum of one billion yen is granted as a subsidy for each project.

In principle, the paid amount will be settled after expiration of the project period – starts from the grant decision and terminates on 31st March, 2016 -, confirmation of the project result, and inspection for settlement of the amount by the PMO. This procedure is formulated by Japanese accounting rules.
However, there are exemptions, for example, division of the project period into some steps and payment at times when each step is completed and the completion is confirmed. In any case, details of the project, subsidy amount etc. will be decided only after the grant decision and coordination with the PMO and with METI. Therefore, in application, please clearly describe your specific request to the payment method, etc.

The subsidized ratio is not applied to this RFP. The subsidy amount of this RFP is fixed. That is to say, the project costs confirmed through “Settlement of the amount” procedure will fully be paid, but its upper limit is one billion yen.

“Rewards” refer to gratuities paid to external experts who attended meetings, or gratuities for giving seminars, writing drafts, cooperation to research, etc. “Rewards” do not mean profit paid for subsidized entities.

In principle, the demonstration experiment is supposed to be implemented in the environment arranged by the implementing entities. An on-site experiment is not supposed to be implemented.

We will support the procedure necessary for bringing it out of the site. However, each implementing entity would be requested to take the procedure necessary for transporting or bringing them into the experiment site in accordance with the laws (of the relevant country) under its own responsibility.

The environment for the verification test needs to be arranged by the implementing entity.

In this RFP, we assume that actual “treated water” will be used; if you would like to use “simulated water”, you have to show us the main ingredients (tritium, Co60, Ru106, Sb125, I129, Ca2+, Mg2+, Cl-, etc.) and coordinate with us. In your application documents, please describe the ingredients of the “simulated water”.

The purpose of this RFP is to demonstrate separation technology of tritium; so you do not have to demonstrate removal performance of other nuclides.

“Treated water” used in this project contains radioactive nuclide higher than the exemption level; therefore you have to manage it in compliance with “Act on Prevention of Radiation Disease Due to Radioisotopes, etc.” except for the case using minimum amount. It is desirable that you will establish the schema which can treat radioactive substances in a proper manner.

We, the PMO, will offer a format for application to bring out the water stipulated through coordination with TEPCO; you can submit the application to TEPCO via the PMO using the format.
