Regarding procedures for applying to this subsidy program
Is there any additional plan to proceed RFP in addition to the current ones for these 4 areas? Please inform us of the details and the times of additional call for RFP, if any.
We are planning to proceed RFP in addition to the current ones in these 4 areas. We will announce them as soon as we officially determine them.
Is it possible for an overseas company to apply independently?
Any overseas company may apply independently as long as it satisfies the application requirements set forth in article 5, Application requirements of the Guidelines for applying to the “Validation of technologies for contaminated water management project” in the FY2013 Supplementary Budget (hereinafter referred to as Guidelines), such as “(Such entities) ensure organizations for properly conducting the relevant subsidized project.”, “(Such entities) have the capacity, knowledge and experience required for conducting the relevant subsidized project”, etc.
Is it possible to ask for additional information before submitting a proposal (or before starting the project)?
Please contact to Management Office for the Project (hereinafter referred to as PMO) if you need additional information before submitting a proposal. Please note that we may not be able to provide information depending on the question. Also, please note that every information we provide will be officially disclosed.
Is it possible to conduct a on-site survey in order to know the site conditions before submitting a proposal (or before starting the project)?
We do not accept any on-site survey before proposals are submitted. On the other hand, in case we find it necessary for determining the subsidized project operating entities, and for implementing the project, we are ready to discuss with TEPCO about the possibility of the on-site survey.
Is it possible to obtain the digital version of “Form 1” and “Form 2” of application form ?
You can get the application forms (in Microsoft Word format) from designated website.
Are there any restrictions of file format in submitting application documents by email?
We accept only PDF format.
In case we submit the application documents by email, is it necessary to send you 10 files?
In case you submit the application documents by email, please send us only one copy of each document.
Is to possible to submit the application documents by using the storage media such as CD-ROM or USB memory?
You may submit them by using CD-ROM or USB memory. However, please note that these media are NOT returnable.
Is it possible for an organization without juridical personality to apply?
Such organization also may apply as long as it satisfies the conditions for application set forth in the Guidelines.
Is it possible for some companies to apply a joint proposal?
Some companies are allowed to apply a joint proposal. Please make a proposal by describing the representative company and the system for working on the project in the application documents.
Are the data obtained by the third parties (other than the applicant) acceptable as the experiment data?
You can submit the experiment data which were obtained by third parties and publicly available.
Is it possible to make a proposal by using methods other than the specified application forms (i.e. by explaining orally or using the media such as brochures and image files)?
You must make a proposal ONLY by using the designated format. Any other media you may use will NOT be taken into consideration for the screening.
We would like to make a proposal jointly with other companies. Is it possible for you to suggest or recommend other companies or organizations for us?
The project team (structure) must be built by the applicant company.
Is it possible for us to apply for several number of projects?
You can apply for several number of projects. In that case, you must submit application documents for each project.
And please note that in case plural number of your proposals are adapted, all the proposal are to be implemented.
Is it possible to make a proposal concerning new technologies which has not been demonstrated or proved?
You may propose any brand new technologies, which may be demonstrated or proved during the course of the project.
Has it already been decided how many proposals will be adopted in each project?
No, we do not determine the number of adopted proposals in each project beforehand. We plan to adopt more than one proposal in each project.
Is there a possibility that the review committee would use the proposal documents for any proposes other than their evaluation?
The members of the committee shall individually conclude an NDA with the PMO, thus they shall not use the proposal documents for any other purposes other than their evaluation.
Regarding procedures for applying to this subsidy program (Evaluation)
Who is going to evaluate the proposals?
The application documents from applicants shall be evaluated by PMO, and the presentations (in case it is necessary) shall be also evaluated by Review Committee consisting of domestic and overseas knowledgeable persons.
Are the results of evaluations or member of the Review Committee publicly announced? Also, are the applicantes to be informed of the results of evaluations?
We will notice the contract winner of the results by email or postal mail.
The plan adopted and its applicants (representative) will be announced on the designated website.
To ensure the fairness, the names of the Review Committee members will not be disclosed before the screening.
This RFP seems to be more favorable to Japanese companies because the guidelines and requirements are more easiler to follow for Japanese companes.
As the project must be implemented by spending the subsidies granted by the Japanese government in accordance with Japan’s laws, you are requested to implement it by observing all the laws and regulations of Japan. Please note that, in these proposal request procedures, there is no factor favorable or advantageous for Japanese companies.
With regard to the evaluation criteria, what do the “basic conditions” and the “additional points” mean?
The “basic conditions” refers to the conditions which have to be met unfailingly and the “additional points” refers to the items which give additional points if the contents of the proposal is excellent. Please note that, if all the basic conditions are not met, no evaluation is conducted.
Regarding the RFP (Miscellaneous)
How are these RFP related to the RFI (Request for Information) announced last year?
The results of the RFI were examined by the Committee on Countermeasures for Contaminated Water Treatment after being classified and organized by the International Research Institute for Nuclear Decommissioning (IRID), and reflected in the countermeasures for contaminated water coordinated at the end of the last year.
Of those which “need to be checked and verified before use”, the ones which are technically difficult are subject to the subsidized projects. This time, the procedures for the request for proposal (RFP) have been taken for 4 projects.
Under whose initiative are RFP conducted?
Both the RFI of the last year and the RFP this time are nominally implemented by the government (i.e. the Ministry of Economy, Trade and Industry). However, the IRID is commissioned to conduct the office work for the RFI while Mitsubishi Research Institute, Inc. is commissioned to conduct that for the RFP.
When is the contract supposed to be concluded?
As this is the subsidy programs, no “contract” will be concluded while the “decision on the grant of subsidies” will be published. The grant of subsidies is going to be decided in 1 to 2 months frome the date of the closure of application.
When are the subsidies going to be granted?
The subsidies are granted after the subsidized project and inspection work are complete.
In case of an overseas organization which is going to conduct the demonstration experiment overseas, how many times would it be necessary for it to come to Japan to conclude the contract, report the results, etc.?
Regardless of whether such organization is located overseas or domestically, it is requested to report the progress in the progress report meeting which is held at least every quarter. In principle, the progress report meeting is held by PMO.
How is TEPCO involved in this RFP?
TEPCO is not involved in this RFP process.

Is there any upper limit on the subsidies for a single project?
A maximum of 400 million yen is granted as a subsidy for each project.
Can the subsidy amount actually paid be determined only after the “settlement of the amount”, conducted after completion of the project?
In principle, the paid amount will be settled after expiration of the project period – starts from the grant decision and terminates on 31st March, 2015 -, confirmation of the project result, and inspection for settlement of the amount by the PMO. This procedure is formulated by Japanese accounting rules.
However, there are exemptions, for example, devision of the project period into some steps and payment at times when each step is completed and the completion is confirmed. In any case, details of the project, subsidy amount etc. will be decided only after the grant decision and coordination with the PMO and with METI. Therefore, in application, please clearly describe your specific request to the payment method, etc.
Where can I find the latest unit prices of each grade which the Japanese health insurance designates in order to determine the premium and which METI refers to?

Regarding the projects (General)
Is it possible to conduct the demonstration experiment on the premises of the Fukushima No. 1 Nuclear Power Plant?
In principle, the demonstration experiment is supposed to be implemented under the environment arranged by the subsidized project operating entities. On-site experiment is not supposed to be implemented. However, in case we find it necessary, we are ready to discuss with TEPCO on the possiblity of conducting on-site survey.
Is it possible to take out contaminated water and soil when conducting the project?
We will support the procedure necessary for taking them out of the site.
However, each operating entity is requested to take the procedure necessary for transporting or bringing them into the experiment site in accordance with the laws (of the relevant country) under its own responsibility.
Is it possible for you to arrange the appropriate environment for the verification test?
The environment for the verification test needs to be built by the operating entity.
Is there any information on the measures such as walls of frozen soils, ALPS and countermeasure against tritiated water, which are out of the scope of the RFP and were not described in the information session?
The information on the advanced liquid processing system (ALPS), the groundwater bypass, the walls of frozen soil, the countermeasures against rain water on the ground surface, the impermeable walls on the sea side, the installation of additional tanks, countermeasure against tritiated water, etc. was added to the document for the information session “Progress of the study on the measures against contaminated water in the Fukushima No. 1 Nuclear Power Plant ” (Agency for Natural Resources and Energy).
Regarding the Demonstration Project for Seawater Purification Technologies
What do you mean by “not pumping the seawater”?
It means that the seawater is not brought on the land (that is, equipments are sunk in the sea or set adrift on the sea, etc).
Why were cesium and strontium selected as the elements to be removed?
Considering that these nuclide are main radioactive elements contained in the seawater near the harbor.
Is there no evaluation on the technologies for removing the nuclide other than cesium and strontium?
The nuclide which may be removed are to vary depending on the technologies to be applied. However, these technologies which can remove as many nuclide as possible including cesium and strontium, will be highly evaluated.
Are any data available for the measured depth ditribution of radioactive nucldie concentration in sea?
You can find the measured data in the following website. (There are radioactive nuclide concentration measured at “surface layer” and “lower layer (about 3 meters)” in page 5 to 6.)

What is the difference between primary waste and secondary waste?
Primary waste means seawater contaminated with radioactivenuclide.
Secondary waste means substances which are generated in processing primary waste, and should be controled (adsorbents, etc).
Regarding the Demonstration Project for Technologies for Capturing Radioactive Substances from Soil
Why was strontium selected as the element to be removed?
Considering that strontium will significantly affect the enivironment and the human body.
Is there no evaluation on the technologies for removing the nuclide other than strontium?
The nuclide which may be removed are to vary depending on the technologies to be applied. However, these technologies which can remove as many nuclide as possible including strontium, will be highly evaluated.
Is it possible that after excavation of the soil and its decontamination, we reclaim the land again using the excavated soil?
Regarding decontamination of the soil, technologies we are expecting are the ones which can be effective in situ without excavation, etc.
Are any data available for the measured depth ditribution of radioactive nucldie concentration in soil?
No data are available for the radioactivenuclide concentration distribution in underground. Please refer to the data of concentration in the groundwater, etc. which we are releasing as the reference information.
Regarding the Demonstration Project of Technologies for the Decontamination of Contaminated Water Tanks
What are the contaminated water storage tanks made of?
The tanks are made of steel plates. (Steel grade: Rolled steel for general structures (SS400), Standard number: JIS G3101)
How thick is the corrosion layer inside the contaminated water storage tanks?
The thickness of the corrosion layer inside the contaminated water storage tanks is some millimeters or less.
Does the data showing the rate of additional installation of water tanks (40,000 tons/month) consider the effect of reduction of underground water inflow with the groundwater bypass?
Yes, the data considers the effect of reduction of groundwater inflow with the groundwater bypass.
What is the material of the joint sealing structure of bottom plates of the water tanks?
The material of the joint sealing structure of bottom plates of the water tanks is silicone.
How thick are bottom plates of the water tanks?
The thickness of the bottom plates of the water tanks is 16 millimeters.
As for the surface of inside of the water tanks, how deep radioactive contamination reach?
The contamination reaches a few millimeters depth, where corrosion occurs.
On implementation of the project, is the sample of a part of the water tanks available?
It is unclear whether or not sufficient volume of the sample is available.
Therefore, in principal, applicants have to prepare for model material on their own responsibility.
Are measured data available for the compostion of contaminated water in the tanks?

Regarding the Demonstration Project for Unmanned Boring Technologies
Are there any boring methods or systems designated?
The methods or systems for boring do not matter as long as the project implementation requirements are met.
How high is the radiation level supposed to be around the work area?
As for the air dose, tens of microsieverts to tens of millisieverts per hour are assumed.
