The Mitsubishi Research Institute, Inc., having been selected by the Agency for Natural Resources and Energy (ANRE, METI, Japan), is now executing the tasks of the Project Management Office for the “Project of Decommissioning and Contaminated Water Management”. In this project, based on the “Grant Policy for Subsidy for the Project of Decommissioning and Contaminated Water Management”, we are assisting activities in support of the development of technologies that will be useful in decommissioning and contaminated water management. Through this, we aim to improve the level of science and technology and to advance decommissioning and contaminated water management smoothly in Japan.
At this time we are proceeding with the RFP (Request for Proposal) call for entities to receive subsidies and implement the “Project of Decommissioning and Contaminated Water Management (Conceptual Study of Innovative Approach for Fuel Debris Retrieval and Feasibility Study of Essential Technologies)”. RFP for entities to receive subsidies and implement the “Project of Decommissioning and Contaminated Water Management (Conceptual Study of Innovative Approach for Fuel Debris Retrieval and Feasibility Study of Essential Technologies)”
1. Overview of this Project
(1) Target Subsidized Project
Mitsubishi Research Institute, Inc. (Management Office for the Project of Decommissioning and Contaminated Water Management) will grant the government subsidy to the projects which satisfy the grant regulations and the following requirements with the aim of introducing and putting into practical use those projects on the theme of improving our level of science and technology in the following areas: “(a) decommissioning technology,” which is urgently-needed technology development for decommissioning TEPCO’s Fukushima Daiichi NPS, and “(b) contaminated water management technology” and “(c) innovative approach for fuel debris retrieval” for which the RFI (Request for Information) was conducted in 2013.

(2) Target Subsidized Project Operation Entities and Application Unit
The applicants shall be private organizations and the like who satisfy the qualification requirements (for the details please see the guideline for solicitation of subsidized project operation entities).
(3) Expenses Covered by Subsidy
The expenses covered by the subsidy are those for labor cost, raw materials, consumables, design/fabrication/processing, facility/equipment, goods purchase, research, outsourcing, travel, reward, rent/depreciation and other necessities.
(4) Subsidy Rate and Upper Limit of Subsidy

(5) Duration of the Project
The project shall be started on the day Mitsubishi Research Institute, Inc. decided to grant the subsidy. As a general rule, the completion of the projection will be the day when all the facility constructions, acceptance inspections, payments related to the project are finished (for the details, please see the guideline for solicitation of subsidized project operation entities).
(6) Application Period
Commencement: Friday, June 27, 2014
Deadline: Wednesday, August 27, 2014 (by noon, Japan time)
No application will be accepted after the deadline.
Please be advised that if any of the application documents are missing, it will be difficult to grant the subsidy smoothly. If the applied amount reaches the budgeted amount, additional applications may not be accepted even if they are submitted during the application period.

3. Application Procedure
For the application (Forms 1 to 4 and other documents), please use the application reception system (see the Application Guidelines), on the web page of the Management Office for the Project of Decommissioning and Contaminated Water Management. Although the applications via e-mail, post and the like are not allowed, hand-carrying may be permitted at the management office’s discretion when necessary. If you need to submit the application by hand, please contact us in advance.
- Incomplete documents will be rejected and not subject to evaluation. Therefore, please carefully read and follow the procedures for application to correctly fill out the documents.
- Any application documents submitted after the closing date will not be accepted.

5. Evaluation and Adoption
Method of Evaluation
The applicants shall be evaluated based on the application documents by the Management Office of the Project. The applicants who made remarkable proposals are requested to give a presentation at “the Review/Evaluation Committee for Project of Decommissioning and Contaminated Water Management”.
The above presentation is planned for Thursday, September 25 in Tokyo, Japan.
Regarding the proposed operation, the evaluation of the applicant’s contents of the proposal (the purpose of operation, contents and implementation methods, operation implementation plan, operation implementation structure, past performance of operations, financial basis and management structure) and technical contents shall be conducted in accordance with the evaluation method shown in Exhibits 1 to 3 and the adoption of applicants will be decide based on the evaluation results.

Decision and Announcement of Results
After the discussion by the committee, the management office will announce the results of adoption to the adopted applicants. Also, the name of the adopted applicants will be released on the web page of the Management Office for the Project of Decommissioning and Contaminated Water Management.
