Are you planning to conduct another RFP for contaminated water management other than tritium separation technology? If you have an actual plan, please show us the content and schedule.

A

We have not settled on other RFPs. We will release the detailed information soon after the decision.

Q

Is an overseas company eligible for participating in the RFP alone?

A

If your company satisfies the application requirements stipulated in the “Guidelines for applying” such as possessing the organization for properly conducting the relevant subsidized project. having the capacity, knowledge and experience required for conducting the relevant subsidized project, etc., you are eligible for participation.

Can we ask additional information on application or implementation?

A

If you need additional information on the application, please ask us. We could not offer information depending on your inquiry, but we will release the information if we can.

Q

Is it possible to visit the site to understand the actual situation for the application or implementation?

A

It is not allowed to visit the site for application. If the visit is necessary for carrying out the project, we, the PMO, will have a discussion with TEPCO to decide implementation of the visit.

Are the electronic media of Form 1 and Form 2 available?

A

You can download the application forms on our dedicated website.

Is the format of the files designated if we submit the application documents via email?

A

If you submit the application documents via email, please make the files in the PDF format. We can receive files smaller than 50MB.

If we submit the application documents via email, do we actually have to submit 10 copies?

A

If you submit your application documents via email, you have to send one file of the documents to us.

Q

If we hand-carry the application documents or send them by mail, can we submit electronic media instead of hard copies?

A

You can submit your application documents with a CD-ROM or USB drive. Please note that the media will not be returned.

Is it possible for an organization without juridical personality to apply to this RFP?

A

An organization without juridical personality is also eligible for applying to this RFP as long as it satisfies the conditions for application set forth in the Guidelines.

Is it possible for some companies to make a team and apply jointly?

A

It is possible to apply to this RFP jointly. In the proposal, please make it clear which company the prime company is and describe the schema for working on the project in the application documents.

Are the data obtained by the third parties (other than the applicant) acceptable as the experiment data?

A

You can offer the experiment data which were obtained by third parties and publicly available.

Q

Is it possible to make a proposal by using methods other than the specified application forms (i.e. by firsthand explanation or using the media such as brochures and image files)?

A

You must make a proposal ONLY by using the designated format. Any other media you may use will NOT be taken into consideration for the screening.

Q

We would like to make a proposal jointly with other companies. Is it possible for you to suggest or recommend other companies or organizations for us?

A

The project team (structure) must be constructed by the applicant.

Q

Is it possible to make a proposal concerning new technologies which has never been demonstrated or proved?

A

You may propose any brand new technologies which may be demonstrated or proved during the course of the project.

Q

If we participate in the RFP as a team, how will the process be proceeded after adoption?

A

The prime company must establish an implementation plan and result report. Procedures of “Settlement of the amount” will be conducted for each participating organization. As a general rule, the subsidy will be paid to the prime company.

Regarding procedures for applying to this subsidy program (Evaluation)
Q

Who will review and evaluate the proposals?

A

The Review Committee for the Project of Decommissioning and Contaminated Water Management, consisting of domestic and overseas experts, will review the proposals after paper examination by the PMO. You may be requested to make an oral presentation as needed.

Are the results of evaluations or names of the members of the Review Committee publicly announced? Also, are the applicants to be informed of the results of evaluations?

A

The adopted proposal and its applicants (representative) will be released on the designated website. The names of the Review Committee members will not be disclosed to be fair.

This RFP seems to be more favorable to Japanese companies because Japanese companies might be easier to follow the guidelines and requirements.

A

Because this project is implemented by the Japanese Government in compliance with Japanese laws and regulations, you are requested to implement it by observing all of the laws and regulations of Japan. Please note that, in this RFP, there are no factors favorable or advantageous to Japanese companies.

Q

With regard to the evaluation criteria, what do the “basic conditions” and the “additional points” mean?

A

The “basic conditions” refers to the conditions which have to be met unfailingly and the “additional points” refers to the items which give additional points if the contents of the proposal are excellent. Please note that, unless all the basic conditions are met, the proposal shall be disqualified.

Has the number of the adopted proposals decided beforehand?

A

No, the number of the adopted proposals has not decided beforehand. At least one project will be adopted for each project.

Q

Is there a possibility that the review committee would use the proposal documents for any purposes other than their evaluation?

A

The members of the committee shall individually conclude an NDA with the PMO; thus they shall not use the proposal documents for any other purposes other than their evaluation.

Regarding the RFP (Miscellaneous)
Q

How are these RFP related to the RFI (Request for Information) implemented last year?

A

The results of the RFI have been classified by IRID, reviewed by the Committee on Countermeasures for Contaminated Water Treatment, and reflected in the measures for contaminated water treatment established at the end of the last year.
The responses to the RFI have been classified as “To be adopted immediately”, “To be adopted after selecting implementation methods”, “Need verification and validation”, and “Need further discussions”. Technologies with technical difficulties which have been classified as “Need verification and validation” before utilization have been decided to be the target of subsidy programs; and in this program, RFP process is being conducted for one project in the technologies.

Who is in charge of this RFP?

A

With regard to RFI last year and RFP this time, the implementing entity is the State (METI); however, the task of management of RFI was entrusted to IRID, and the task of RFP has been entrusted to MRI.

When is the contract supposed to be concluded?

A

As this is the subsidy program, no “contract” will be concluded; while the “decision on the grant of subsidies” will be published as a substitution of the contract. The grant of subsidies is going to be decided within 1 to 2 months from the deadline of the solicitation.

When are the subsidies going to be paid?

A

The subsidies will be paid after completion of the subsidized project and of inspection for the “Settlement of the amount”.

In case of an overseas organization which is going to conduct the demonstration experiment overseas, how many times will it be necessary to come to Japan to conclude the contract, report the results, etc.?

A

Regardless of domicile, implementing entities will be requested to report the progress in the progress report meeting held at least quarterly. In principle, the progress report meeting is held by PMO.

How is TEPCO involved in this RFP?

A

TEPCO itself is not involved in adoption process of this RFP.

Is there any upper limit of the subsidy on the subsidies for a project?

A

A maximum of one billion yen is granted as a subsidy for each project.

Q

Can the actual subsidy amount be determined only after the “settlement of the amount”, conducted after completion of the project?

A

In principle, the paid amount will be settled after expiration of the project period – starts from the grant decision and terminates on 31st March, 2016 -, confirmation of the project result, and inspection for settlement of the amount by the PMO. This procedure is formulated by Japanese accounting rules.
However, there are exemptions, for example, division of the project period into some steps and payment at times when each step is completed and the completion is confirmed. In any case, details of the project, subsidy amount etc. will be decided only after the grant decision and coordination with the PMO and with METI. Therefore, in application, please clearly describe your specific request to the payment method, etc.

Where can I find the latest unit prices of each grade which the Japanese health insurance designates in order to determine the premium and which METI refers to?

A

Please refer to the section of [Related Manual and Guidelines] in our website, where we have uploaded the latest unit prices.(Japanese text only)

It is stated that “In principle, the subsidized ratio for the Project shall be 1/2” in Grant Policy for Subsidy for the Project of Decommissioning and Contaminated Water Management. What does it mean?

A

The subsidized ratio is not applied to this RFP. The subsidy amount of this RFP is fixed. That is to say, the project costs confirmed through “Settlement of the amount” procedure will fully be paid, but its upper limit is one billion yen.

What do the “rewards” described in some documents uploaded to your website mean?

A

“Rewards” refer to gratuities paid to external experts who attended meetings, or gratuities for giving seminars, writing drafts, cooperation to research, etc. “Rewards” do not mean profit paid for subsidized entities.

Regarding the projects
Q

Is it possible to conduct a demonstration test in Fukushima Daiichi NPS site? What are the requirements?

A

In principle, the demonstration experiment is supposed to be implemented in the environment arranged by the implementing entities. An on-site experiment is not supposed to be implemented.

Is it possible to bring out “treated water” in conducting the project?

A

We will support the procedure necessary for bringing it out of the site. However, each implementing entity would be requested to take the procedure necessary for transporting or bringing them into the experiment site in accordance with the laws (of the relevant country) under its own responsibility.

Is it possible for you to arrange the appropriate environment for the verification test?

A

The environment for the verification test needs to be arranged by the implementing entity.

In this RFP, is it a prerequisite for us to use “treated water” actually treated through the multi-nuclide removal equipment (ALPS)? Is it allowable to use “simulated water” ingredients of which simulate the “treated water”?

A

In this RFP, we assume that actual “treated water” will be used; if you would like to use “simulated water”, you have to show us the main ingredients (tritium, Co60, Ru106, Sb125, I129, Ca2+, Mg2+, Cl-, etc.) and coordinate with us. In your application documents, please describe the ingredients of the “simulated water”.

In this RFP, is it necessary to remove nuclides other than tritium?

A

The purpose of this RFP is to demonstrate separation technology of tritium; so you do not have to demonstrate removal performance of other nuclides.

Are there specific requirements for the staff involving in this project?

A

“Treated water” used in this project contains radioactive nuclide higher than the exemption level; therefore you have to manage it in compliance with “Act on Prevention of Radiation Disease Due to Radioisotopes, etc.” except for the case using minimum amount. It is desirable that you will establish the schema which can treat radioactive substances in a proper manner.

It is stated that “the PMO (Management Office for the Project of Decommissioning and Contaminated Water Management) will support the procedures for bringing the water out of the Power Station. ” in the Guidelines for application. What is the specific supports by the PMO?

A

We, the PMO, will offer a format for application to bring out the water stipulated through coordination with TEPCO; you can submit the application to TEPCO via the PMO using the format.
