The Request for Information for Promoting the Creation of Frontier Decommissioning Technologies in the “Project of Decommissioning, Contaminated Water and Treated Water Management” [Released on June 1, 2026]
From the Management Office for the Project of Decommissioning, Contaminated Water and Treated Water Management (hereinafter referred to as “PMO”), we are pleased to announce the implementation of Request for Information (hereinafter referred to as “RFI”) related to the research and development contents to be conducted under the Project of Decommissioning, Contaminated Water and Treated Water Management (hereinafter referred to as “the Project”). Please find the following details.
(1) Regarding the Project
The Project aims to support development of technologies contributing to decommissioning, contaminated water and treated water management of the Fukushima Daiichi Nuclear Power Station (hereinafter referred to as the “Fukushima Daiichi NPS”) of the Tokyo Electric Power Company Holdings, Inc. (hereinafter referred to as “TEPCO”), so that the decommissioning, contaminated water and treated water management of the Fukushima Daiichi NPS can be implemented smoothly, and that may lead to the improvement of Japan’s science and technology standards. Please note that the Project is implemented under the engineering and project administration activities performed by TEPCO in the Fukushima Daiichi NPS, and the results obtained from the Project will be utilized for the engineering activities conducted by TEPCO.
(2) Implementation of RFI for Promoting the Creation of Frontier Decommissioning Technologies
Prior to the commencement of the solicitation for the Project, RFI related to research and development themes to be addressed under the Project will be implemented. Based on the information shared through RFI, the decommissioning research and development plan for FY 2026 or later shall be established. Once the settlement of the issues for research and development and the implementation contents, the solicitation for the Project shall be implemented. It is essential to adopt approaches that flexibly integrate frontier technologies and existing technologies from other fields/sectors and that identify new possibilities for their applications at the decommissioning site. To broadly solicit knowledge and proposals on cross-cutting common technologies applicable to on-site decommissioning operations at Fukushima Daiichi NPS, a RFI for promoting the creation of frontier decommissioning technologies will be conducted. Please submit the document for RFI and the file of information items (please refer to the Related Documents described below) if interested in the Project, although responding to RFI is not an essential requirement for the solicitation.

Please find the “Mid-and-Long-Term Roadmap towards the Decommissioning of TEPCO’s Fukushima Daiichi Nuclear Power Station” , and “Technical Strategic Plan 2025 for Decommissioning of the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Company Holdings, Inc.” released by Japanese government. In addition to referring to the aforementioned attachments, please provide information on R&D activities aligned with the R&D needs in decommissioning anticipated by the PMO, as shown in the figure (examples of R&D addressing decommissioning needs are attached for each thematic category).

The summary of the mid-and-long-term technical strategy in ①, which includes the technical strategy for decommissioning.
(4) Others
Please note that this RFI doesn’t provide direct opportunities for some project implementation and funding. Shared information shall be utilized for the establishment of the plan of decommissioning research and development and the settlement of the issues for research and development as references. It shall not be used for any other purposes. The contents of shared information shall not promise to be solicited. Furthermore, the information provider doesn’t have any priorities for the solicitation of subsidized projects in the future.
Regarding Document of RFI and File of information items, the confidentiality obligation shall be observed and they shall be retained under the strict control for a certain period. However, for appropriate implementation of the Project, the information may be shared with the Agency for Natural Resources and Energy, TEPCO and the experts designated by PMO.
